This is a rare sugar & creamer in cobalt blue by Adams of Tunstall, England. What is rare is that is has survived intact all these years. The silver plated holder was made expressly for this sugar & creamer & is signed on the bottom EP NS BHL d. I haven't polished this & thought it best to leave it to the buyer but it appears to be in excellent condition as are the sugar & creamer. Both pieces fit snugly into their designated spots.
